MuscleNerd confirmed a few weeks ago that when the iOS 4 and iPhone 4 launch, so will the carrier unlocks for both iOS 4 and 3.1.3.

People still ask, but sure, with both 4.0 & iPhoneHD coming out this month, so too will the 3.1.3/4.0 carrier unlocks 🙂
For those who have done a factory reset and erase of their iPhone and found iTunes forcing you up to 3.1.3, you will also be running the 05.12.01 baseband. MuscleNerd has an unlock ready for this baseband although it wont be released for about another 2 weeks till iPhone 4 comes out and iOS 4 which launches a few days before.
We expect that the process to jailbreak and then unlock your iPhone 4 and 3GS will be relatively simple and that you shouldn’t have to wait too long before the updates are made available.
One slight snag that might prevent it is the newer baseband Apple have created in iOS 4 GM. The 01.59.00 baseband if used might prevent the unlock if you update. All of this will become clear when iOS 4 finally launches. MuscleNerd has pointed out that the hole used to get in has existed through all basebands so far and the quote above is his most recent comment which indicates that unlocking the iPhone 3GS or 4 wont be a problem.
