That quote comes from WPF Technical Evangelist Jaime Rodriguez who posted it as an official answer to the rumors about limits being in place.
Microsoft has said that Outlook and People Hub apps do not count towards those 15 items and that the limit is not set in stone. The limit does seem to be enforced though and for the reason of battery life and user experience not being compromised.
Microsoft also indicate that the said limits are generally not reached by average users.
