The Samsung Galaxy Nexus has an odd bug that causes the volume to go a little crazy on the device. This has made a number of people believe that it is a hardware fault with the rocker switch for volume. It appears now though that this problem is actually software and Google [GOOG] has confirmed that there’s a fix on its way.
We are aware of the volume issue and have developed a fix. We will update devices as soon as possible.
Until the fix is released the only recommendation is that you somehow avoid a 900MHz 2G signal as this is believed to be the cause of the volume issues. But on the positive side, Google does have a fix and we believe it will be pushed out soon which means that no hardware recall will be needed, assuming it does fix the issue.
